In the ministerial reshuffle following the dismissal of two Cabinet ministers in the Arms Crisis, Taoiseach Jack Lynch appointed Geoghegan on 9 May 1970 as Parliamentary Secretary to the Minister for Social Welfare, under Minister Joseph Brennan. He served until Fianna Fáil lost power at the 1973 general election.
